هزینه جرایم اقتصادی باید بالا برود/ شناسایی ۶ هزار فراری مالیاتی و تشکیل ۳۸ پرونده پولشویی
سیداحسان خاندوزی، وزیر امور اقتصاد و دارایی در اولین همایش ملی مبارزه با پولشویی و تأمین مالی تروریسم، که در وزارت ارتباطات و فناوری اطلاعات، برگزار شد ضمن اشاره به نقش پولشویی در تخریب تولید گفت: اگر هدف رشد تولید و یا هدفی همچون افزایش کیفیت حکمرانی اقتصادی (هوشمندی حکمرانی اقتصادی) دنبال میشود، چارهای جز تقویت کردن نظام مالی مشوق تولید و تخریب نظام مخرب تولید وجود ندارد.
وزیر امور اقتصادی و دارایی افزود: متأسفانه سالها کفه بخش نامولد اقتصاد در نظام نفع بری بین بخش مولد و نا مولد، سنگینتر بوده است؛ تلاشی که در دو سال اخیر صورت گرفته، این بوده که علی رغم داشتن احکام قانونی مبارزه با پولشویی و جرایم مرتبط با آن، یک مرکز و اتاق هماهنگی برای این تدابیر صورت گیرد.
وی ادامه داد: در سنوات گذشته مجموعه خلاءهای نهادی و کوتاهیهای مدیریتی دست به دست هم داده بود تا بسترهای پولشویی فراهم باشد. از قاچاق و سفته بازی در بازار ارز گرفته تا سایر موارد، همگی مربوط به ضعفهای عملکردی بود که سالها اقتصاد ایران را آزار داده است.بخشهایی که در سایه اقتصاد زیرزمینی و پنهان موجب میشدند تا جریان مالی کشور به نفع فراریان مالیاتی و فعالیتهای غیر مولد شکل بگیرد.
تشکیل ۳۸ پرونده پولشویی
خاندوزی گفت: ما در یکسال و نیم گذشته سند ملی ارزیابی ریسک کشور را که سالها پیش باید مصوب میشد، آماده کردیم. همچنین برنامه اقدام ملی مستند بر این سند را که باید به عنوان دستور کار ابلاغ و نظارت میشد را به تمام دستگاههای مرتبط ابلاغ کردیم. از طرفی هم افزایی خوبی بین بانک مرکزی، دادگستری، مجموعه قوه قضائیه و وزارت اقتصاد شکل گرفت که این هم افزایی باعث افزایش خروجیها در خصوص مبارزه با پولشویی شد.
وی تاکید کرد: سالها برخی از منتقدان مطرح میکردند، اگر مسئله پولشویی در ایران جدی بود باید در عمل هم دیده میشد که امروز مفتخریم بگوییم هم افزایی که در طول یکسال و نیم گذشته شکل گرفته باعث تشکیل ۲۶ پرونده قطعی در حوزه تأمین مالی تروریسم و ۳۸ پرونده در مقابله با پولشویی شده است.
شناسایی ۶ هزار فراری مالیاتی
وزیر اقتصاد با اشاره به شناسایی چند هزار دانه درشت مالیاتی که فاقد پروندهی مالیاتی بودند، گفت: حدود ۶۰۰۰ شخص فاقد پروندهی مالیاتی که اصطلاحاً دانه درشت به آنها گفته میشود، شناسایی شدهاند که برآوردها نشان میدهد حدود ۲۰ هزار میلیارد تومان ظرفیت مالیات ستانی از این افراد به وجود خواهد داشت.
وی افزود: در طول این مدت حدود ۳۰۰ واحد مبارزه با پولشویی مستقر، آموزش داده شده و آماده خدمت تشکیل شده است. همچنین مسئله خاتمه پیدا کردن تراکنشهای بیرون از نظارت بانک مرکزی چه در داخل و چه در خارج از کشور دیگر اقدامی بود که صورت گرفته است.
وزیر اقتصاد تاکید کرد: امروز میتوان این ادعا را کرد که به نقطهای رسیدیم که هیچ دستگاه پذیرندهای بیرون از نظارت شبکه بانکی کشور و بدون اتصال به سیستمهای نظارتی سازمان مالیاتی وجود ندارد.
خاندوزی ادامه داد: در سالهای گذشته با توجه به اینکه امکان کیفیت سنجی گزارشات وجود نداشت، معمولاً فرایندهای اعلام گزارشهای تخلفات مالی زمان بر و بی نتیجه میماند، اما اکنون با ایجاد مرکز مالی، تمام گزارشات تخلف ابتدا بررسی میشوند و سپس به مقام قضائی ارسال میشوند.
برخورد با ۴۴۰ شخص حقیقی و حقوقی مظنون به پولشویی
وزیر اقتصاد گفت: محدودیتهایی که برای ۴۴۰ شخص حقیقی و حقوقی مظنون به پولشویی بودند، صورت گرفته است نشان از اهتمام و جدیت دولت برای مبارزه با پولشویی است. سعی ما بر این است که هزینههای پولشویی را در کشور بسیار بالا ببریم تا کسی به این سمت نرود.
خاندوزی افزود: آن چیزی که رئیسجمهور به عنوان دستور کار مطرح کردند این است که در نظام مالی اقتصاد ما کمتر امکان فرصت به ارتکاب جرم و تخلفات مالی به شکل گسترده شکل بگیرد که دستور کار اصلی و شماره یک ما است. این طور میتوان گفت که فسادخیز بودن نظام مالی کشور مهمترین هدف ما است.
وی گفت: ما اگر بتوانیم نظام گردش جریان مالی اقتصاد ایران را آنقدر نظام مند و قاعده دار کنیم تا هزینه جرایم اقتصادی آنقدر بالا برود که کسی به سمت آن نرود، هدف مهمی را محقق کرده ایم.
